Hmm.
That's odd. It looks like they went to the outlined stripe on the socks but kept the solid orange on the sleeves.
What site did you find it in? I ask because if it is 1960 the socks are the error. But if it were 1961 the jersey would be the error.
Do we have some more 1960 Bears photos to confirm this?

Found this on Getty. It's the only other photo from '60 that they had. They had some others labelled as 1960 but had the wishbone C on the helmets so definitely NOT 1960.
Can't really tell about the socks and, being the same game as above, really wouldn't help us anyway.
I just thought the photo was interesting because it shows the endzone right against the Wrigley ivy. Also, look how the band is sitting IN the endzone!

I think they started the season with the socks you have in the database (you can find a photo on AP Images that seems to confirm this)

OK. I may be going out on a limb here but I think Tim may well agree with my logic here.
The game at the Rams on 10/23 shows the regular plain oragne-striped socks with no outline. The following week (10/30) the Bears played at SF. While I don't have a photo of that game, it seems unlikely that they'd have debutted the new socks on the second game of a West Coast trip. Not sure but I doubt the Bears would have flown all the way back to Chicago between games in 1960. Staying in California for the 2 games without returning is extremely likely, as, for a number of years, the Bears (and many others) played consecutive games on the West Coast to limit travel expenses.
With the 11/13 home game against the Colts following the game in SF (Bears had a bye the week of 11/6), my thoughts are that this WAS the first game with the outlined socks.

One other helpful key to some pics from 1959 or 1960.
The NFL game officials' uniforms changed in 1960. The shirt stripes became thicker and the ref numbers went from being red block font sewn directly onto the shirt backs to the NCAA font in white inside a black rectangle. Also, the black socks (with 2 white stripes) had the stirrups exposed as opposed to having the white sanitary socks exposed prior to 1960.

I was able to check the Chicago Tribune for 10/31 and it had three photos from the Bears-Niners game. I can't categorically say either way which socks were worn, since no stripes could be seen due to the white sock on top, but I would also agree with the idea of the Bears staying out West for both games. After all, their owner/coach was George Halas, the guy immortalized by Mike Ditka as someone who "throws nickels around like manhole covers."
