both teams had 8-5-1 record and as I have always understood were tied for 2nd place and for what it worth they split the season series, although the packers scored more points in the 2 games combine.

yet according to the NFL Record and Fact book the bears won the season series 2-0
I think the league just listed the teams with the same record alphabetically

Prior to 1967, the NFL (and likely, the AFL), did not take tie breaking procedures into consideration for places in the standings. Proof of this would be the tie-breaker playoff games to determine a divisional champion. Teams would simply be placed as "tied" for the position in the standings. Before 1971, tied positions in the college draft would be broken by a coin flip. Such was the case in 1970 when the Steelers and Bears, both with 1-13 records in 1969, tossed the coin, won by the Steelers, who in turn, drafted QB Terry Bradshaw from Louisiana Tech with the #1 pick.
