Tonight the Bears are using helmets with the red on the C and uni numbers without the red outline. It looks so odd. The rest looks to be the same. Is this just a preseason special?

not sure what you're referring to.
Only oddball thing I noticed is the 70s style wide sock stripes.
Navy seems a bit faded but I guess that's just the new Nike material.
Someone else mentioned Philly's green looked less dark as well.
