I think the deal with Philadelphia and Detroit back then was that the metal facemasks were colored (blue for Philly and yellow for Detroit) but the plastic 1 and 2-bar Riddell masks were either always gray or were painted but the paint flaked off.

That would be a good question for Curtis over at Helmet Hut.
