I see you combine Cleveland (24-27) with Detroit (28). Cleveland 1923 should also be added. the gentleman who owned the 1923 Cleveland Indians owned the 1924 Cleveland Bulldogs he change the team name to bulldogs after buying the canton bulldog franchise and putting all their good players on his Cleveland name, and than mothball the canton franchise

http://www.profootballhof.com/history/stats/franchises.aspx

shows Cleveland 1923-27 as a different franchise than either Cleveland 1920-21 or Detroit 1928

also Mpls Marines and Red Jackets treated as same franchise even with gap

From the October 7, 1928 Cleveland Plain Dealer:

"(Benny) Friedman will lead his Detroit Wolverines of the National Professional Football League against the Cleveland Collegians at the Luna Park Stadium in the opening game of the local professional season."

"Detroit purchased the Cleveland team and Cleveland franchise in the National pro league for this season, and returning with Friedman for today's game at Luna Stadium will be practically the same lineup that represented the Fifth City (Cleveland) last year..."

"The professional sport is starting a new era today for the local team is made up entirely of Cleveland boys.."

1920s Cleveland franchise Empty Cleveland

I am not doubting the newspaper but some times newspapers articles even contemporary articles are incorrect
For example that might mean the Detroit franchise ( already established) bought out the Cleveland franchise to get its players

http://www.profootballresearchers.com/archives/Website_Files/Coffin_Corner/18-03-647.pdf page 8?

the author of this research article seems to think 1928 Detroit was actually the 1926 Detroit team reactivated.

Anyway I am less concern about if 1928 Detroit is attached to Cleveland as I am with 1923 Cleveland being attached to the 1924- Cleveland. The owner of the 1923 Cleveland Indians bought the canton bulldogs to get their best players and renamed his Cleveland team the bulldogs. The 24 Cleveland franchise was the same 1923 Cleveland franchise just with a different nickname.

1920s Cleveland franchise Empty my thoughts

I don't know about the Detroit Cleveland connection, but the 1923 Cleveland Indians are the same franchise as the 1924 Cleveland bulldogs, same owner, who bought the canton franchise to get the players to place on his Cleveland team and renamed his Cleveland team bulldogs.

I would suggest going by what the pro football hall of fame has on the their list.
